Remove com.sun.jarsigner package with related options

Hi Eirik,

I've filed https://bugs.openjdk.org/browse/JDK-8303410.

This needs a CSR and a release note. Do you volunteer to write them? If yes, you can write as comments in the PR and I can move them into JBS. You can look at the CSRs for the 2 related bugs.
