These test failures are result of an external issue so the tests would be added and removed from ProblemList without any other change. Also, there is a risk that these tests start passing but not run because they remain on the ProblemList. The suggestion was to remove these runs from CI, refer JDK-8334441. I agree with that as we have seen few failures recently and will continue to see failures as and when CA needs an update or have an issue with infrastructure.
