RFR: 8356977: UTF-8 cleanups [v3]

Magnus Ihse Bursie has updated the pull request with a new target base due to a merge or a rebase. The incremental webrev excludes the unrelated changes brought in by the merge/rebase. The pull request contains seven additional commits since the last revision:

 - Merge branch 'master' into utf8-minor-cleanup
 - Revert changes in RotFontBoundsTest.java
 - Restore MenuShortcut.java
 - Restore LocaleDataTest.java
 - Replace uncessary unicode characters with ASCII in instructions, and fix typo
 - Seems like typos in the comments
 - Fix unicode sequences in comments (previously missed)
