GHA report [macos-aarch64 / test (hs/tier1 runtime)](https://github.com/sendaoYan/jdk-ysd/actions/runs/18364827089/job/52316679074#logs) fails 'Failed to download resource "make"' during 'Install Dependencies', it seems like environmental issue or test infrastructure issue, unrelated to this PR.
