RFR: 8366978: dead code in SunCertPathBuilder

A DESCRIPTION OF THE PROBLEM :
[JDK-7194452](https://bugs.openjdk.org/browse/JDK-7194452) left the SunCertPathBuilder.anchorIsTarget orphaned. Remove the deadcode.
