RFR: 8329491: GetThreadListStackTraces function should use JvmtiHandshake [v3]

This enhancement is to refactor the JVM TI function `GetThreadListStackTraces` on the base of `JvmtiHandshake` and `JvmtiUnitedHandshakeClosure` classes.
