sh/jdk11 code only does infrastructure with Shenandoah{Concurrent|Parallel}WorkerSession, but not
actual bindings to JFR, because, as you say, there are no JFR events for it (yet). In case they
would get backported, we have the hooks ready. Does this make sense?
