src/hotspot/share/gc/shenandoah/shenandoahConcurrentGC.cpp line 308:

I would say move it downwards into `op_init_mark` and wrap with its own subtimer, e.g.  with `ShenandoahGCPhase phase(ShenandoahPhaseTimings::init_propagate_gcstate);`.
