Draft PRs generate mails to ML?

Perhaps the skara tool could generate a mail which clearly states that
the PR has now been put into Draft state and users need to watch the
linked GitHub PR for any updates/comments? Kind of similar to the mail
that says PR has been withdrawn without being merged, when someone
closes the PR.
