The operations here are "add an issue" to a PR (which adds a review link to the issue), and remove an issue from a PR (which removes the review link from the issue). Both of these are already supported today and as Guoxiong pointed out to me, both link and comment are already automatically removed from the issue when the user does `/issue remove`.
