javadoc type annotation changes

Hi Bhavesh,
thanks for the update! I'm looking forward to your changes.
My push today broke a type-annotations javadoc test. It might be faster for
you to look at the problem, in particular as you will go through the code
anyways.
Please do let me know whether you think something on the javac side should
change.
