It's called from
com.sun.tools.javac.code.TypeAnnotations.organizeTypeAnnotationsSignatures(Symtab,
Names, Log, JCClassDecl)
and
com.sun.tools.javac.code.TypeAnnotations.organizeTypeAnnotationsBodies(Symtab,
Names, Log, JCClassDecl)
The first one is called from
com.sun.tools.javac.comp.MemberEnter.complete(Symbol)
and put on a queue in Annotate.
Is this the location you mean with "at the end of MemberEnter"?
