IcedTea doesn't currently ship any certificates; the cacerts file generated at
the end of the build is empty.

As Jiri mentioned, most distributions handle updating the Java certificate
database themselves, as it needs to be updated in sync with the certificates
used by the system, rather than in sync with OpenJDK/IcedTea. In Ubuntu, the
package is called ca-certificates-java:

http://packages.ubuntu.com/wily/ca-certificates-java

and I suggest filing a bug against this in the Ubuntu bug system.
