 From a nitpickers point of view it should, as bug 4153167 evaluation states:
Will investiage the possibility of use cmd/console encoding (OEM by default on Windows) for 
System.in/err when the System.in/out is attached to a real "terminal" when jvm is started, in jdk8 
timeframe
