<i18n dev> Do developers or end-users create currency.properties?

The idea was that "currency.properties" was intended for the "emergency" 
situation, where JRE's update could not keep up with customers' needs. 
The assumption was JRE's lib/currency.data should contain the latest 
currency data with the JRE updates.
