RFR 8215994 : JDK 12 l10n resource file update - msg drop 10

Hi Leo,

I found some I10n changes that never made it to the main lines:
jdk10u:
  8198746: http://hg.openjdk.java.net/jdk-updates/jdk10u/rev/4fe8424f43e1
  8202588: http://hg.openjdk.java.net/jdk-updates/jdk10u/rev/062bd29ddf59
jdk11u: 
  8208661: http://hg.openjdk.java.net/jdk-updates/jdk11u/rev/211a9137bbde
these all seem to be different changes, and they differ to 
  8207948: http://hg.openjdk.java.net/jdk-updates/jdk11u/rev/5b05b3b35687

I think these all need to be brought to 12, too.  Also, the jdk10u changes need 
to be brought to 11u.  Or are all these changes covered by 8215994?

Also, it would be nice if the bugs could be opened to the public. I don't think
they should contain anything confidential.

Before, I also talked to Kevin Brown about this.
