Leo may be off-line now but I think the description in JDK-8215994 needs 
to be updated to make it clear that the translation refresh is only the 
translations that Oracle funds (I think Japanese, Simplified Chinese and 
Traditional Chinese from JDK 11). AFAIK, this means that changes to 
those translations pushed to jdk-update/jdk<N>u don't need to be forward 
ported as they will be superseded by the translation drops like this one.

There are resource files for several other locales in the repo that may 
be showing early signs of bit rot so it's an area where others can 
contribute and/or fund. So it might be that a subset of translation 
changes pushed to JDK 10 updates may be useful to bring into jdk/jdk12.
