Thanks, so I guess it's just that the change pushed to jdk9/dev missed 
the update to jdk/test/ProblemList to exclude the test.

Thanks, it's important to run the tests in the jdk_util and jdk_text 
groups when rev'ing the TZ data as there are often tests that need 
update at the same time.
