Applet won't run first time on Safari

I find that a Java applet typically won’t run the first time on MacOS / JRE7 / Safari after selecting “I accept the risk and want to run this app”. I am able to reproduce this problem using the “Hello world” applet at http://www.segal.org/Hello/. The applet will run immediately if the page is refreshed, but the problem occurs again unless “Do not show this again for this app” was selected.
Going to “System Preferences | Java | General | Temporary Internet Files | Settings | Delete Files” and checking “Installed Applications and Applets” clears the effect of “Do not show this again for this app” and the problem occurs again.
Everything is fine on Firefox for MacOS and on Windows.
We see the same behavior on our huge applet, and it is off-putting to users.
It seems like others are likely to experience the same problem, so I’m surprised to find that it is broken.
Since it is Safari-specific, should this be reported to Apple or Oracle?
