How do you add a comment to a Sun/Oracle bug report?

That comment functionality wasn't as useful as you might think if
the intention was to let the resp. engineer see it. Since I look at the
bug tool, not the web page I would never see the comment anyway.
There is no linkage between the two.
Once upon a time (8+ yrs ago) I used to get an email when someone
added a comment showing the new comment. But that applied only
to bugs assigned to me and eventually that functionality broke more
than once and then seemed gone forever.
Basically the problem is "information in 2 places" and a lack of
transparency to the external commenter that this was no more
than a blog comment not a bug database update.
It would be "nice" if our shiny new bug system could have a
a link to "external comments" and that it would notify me via
email when new comments are added.
