Why is the windows runtime/sdk only provided as .exe

The code goes to
/Library/Java/JavaVirtualMachines/1.7.0.jdk/Contents/Home/jre/lib - I see
jfxrt.jar and the JavaFX DLLs in there. I haven't downloaded the Javadoc
package yet - I'll post again when I have done so.
