Update on bug system for OpenJDK

Looking at how the categories were used by our group in the existing bug system we need only two levels.  
Both JIRA and Bugzilla, support a product/component levels.  They don't have the third level of subcategory.

I can look up how this is done in Bugzilla and JIRA. How are the groups of bugs defined in Bugtraq? Is this user defined collections or is it based on the product/component levels? 

It is possible in JIRA to setup email notifications as properties of bugs/projects/workflows/search results/security schemes and many other sorts of state changes. Users are also able to create custom email notifications on all manner of state changes in the system.
